| A feasibility study evaluating the regionalization of biosolids treatment/disposal among various entities within Volusia County. The Study compared seven processes ranging from existing treatment operations to proposed facilities to be constructed. A 20 year present value cost was developed for each option. Additionally, the alternatives were evaluated by non-cost factors as well. The Study was written in light of proposed changes to Rule 62-640, F. A.C. |
