A Water Distribution System Hydraulic Analysis & Water Treatment Plant Capacity Analysis was prepared by QLH for the Utilities Commission of New Smyrna Beach (UCNSB). The Plan identified needs relative to each element and evaluated project requirements to sustain growth in the service area. Specific project recommendations, schedules, C.I.P. recommendations, and planning level cost estimates were prepared. The plan included the following elements: 1) Established service area boundaries. 2) Prepare population and demand projections within the service area. Infrastructure was evaluated from the perspective of the build-out needs of the service area. 3) A ‘WaterCAD’ computer model of the existing water distribution system and proposed additions. 4) A water system element that addressed raw water supply, treatment, and distribution. Water supply, treatment, and storage capacity were evaluated based upon criteria established by the FDEP in accordance with the document entitled, “Guidelines for Preparation of Source/Treatment/ Storage Capacity Analysis Reports for Public Water System (July 2004).” 5) The Plan included preliminary designs and planning level cost estimates for water distribution, water supply, treatment and storage projects necessary to sustain desired levels of service and growth in the service area.
